Park Rapids City Council amends permit conditions for storage business – Park Rapids Enterprise

The Park Rapids City Council on Tuesday, March 12, approved a conditional use permit (CUP) requested by Mark Harmon with Northscape Properties LLC to develop a multi-phase, self-storage and outdoor boat storage business at the northeast corner of Edmond Drive and Crocus Hill Street.

The 4.5-acre parcel is zoned B-1 highway business, according to the staff report in the council packet.

City Planner Ben Oleson said that, after lengthy discussion, the city’s planning commission recommended approval of the CUP with nine conditions.

Oleson, Harmon and the council discussed possibly rewording a condition that called for a stormwater management plan, with all parties agreeing to amended language requiring “a design from a qualified professional.”

Oleson also highlighted conditions allowing gravel surfacing for internal drives, parking and storage areas and allowing customers – but not the business owners and operators – to store cargo containers, boats on trailers, RVs and licensed trailers on the site, but requiring an additional CUP for outdoor storage of any other equipment.

Council member Liz Stone made a motion to approve the CUP, which passed 4-0 absent council member Tim Little.

The council also approved the first reading of an ordinance to rezone two parcels at 803 1st St. W. – the location of St. Johns Lutheran Church – from R-1 single-family residential to B-1 highway business.

According to the staff memo, the congregation desired this zoning amendment to take advantage of the B-1 district’s less restrictive signage regulations, allowing them to install an electronic “dynamic display” sign along State Hwy. 34.

Oleson stressed that the congregation has no plans to change the use of the property, and noted that the city’s Comprehensive Land Use Map does identify the area as appropriate for commercial development.

Stone’s motion to approve the first reading of the ordinance passed 4-0.
